Located in Poughkeepsie N.Y., Cosimo’s Trattoria Restaurant, a companion commercial office structure and their associated parking, demonstrates property development experience so all encompassing that it included who will respond when a 911 call is received.
The process, complex and detailed, was made more so because the site crosses the city and town
municipal boundary line thus requiring simultaneous submissions and representation before both Town and City agencies.
The 3 plus acre scrap of undeveloped land reflected NYSDOT taking for Route 9 to the west and their Delafield Street on-ramp design to the east. The site was one-half coal ash fill section and one-half rock outcrop. Extant underground channelized stream easement informed the location of the office building and parking. The rock promontory required a blasting plan.
City zoning precluded commercial uses and therefore required an executive action to amend the zoning boundaries allowing introduction of neighborhood commercial use. Additional surplus land purchased from NYSDOT enables a future parking expansion.
Professional services included coordination of civil engineer and legal consultants, soil boring and environmental testing services as well as the design and construction documents for the structures.
Three structures were designed and approved: a two level restaurant for160 occupants, a 3-story 12,000sf office building and a similar single story 7,000sf building that remains unbuilt.
The office structure is sited over wood piling driven through ash that is topped with a reinforced structural cap footing design supporting a rolled steel frame structure able to house multiple tenants including assembly uses.
Site development provided new storm and sanitary waste systems, domestic and fire suppression water supplies, electric underground service.
